Guiding Principles
- The welfare of vulnerable Hall users is paramount (with vulnerable persons being defined as children, young people, adults with learning difficulties or physical disability, mental disorder, or frail, elderly people).
- All such users, without exception, have the right to be safeguarded from abuse, be it physical, verbal, sexual, financial, bullying, exclusion or neglect.
Policies
1. No member of the committee, helpers or other volunteers will have unsupervised access to children. There will be a minimum of two volunteers/committee members present at all times where children are using the hall unless in possession of appropriate clearance such as DBS.
2. All suspicions or allegations of abuse against a vulnerable person will be taken seriously and dealt with speedily and appropriately. Rhian Davies, has been appointed to be responsible for safeguarding matters. They will have responsibility for reporting concerns that arise, as a matter of urgency, to the City & County of Swansea Children and Family Service or the Adult Safeguarding Board.
3. The Village Hall Committee will provide appropriate guidance on safeguarding issues for members, volunteers and those hiring the hall. This will be based on the currently available published guidance from Welsh Government. Safeguarding guidance | GOV.WALES
4. An annual review of this policy will take place to allow for any required up-date of policies and/or procedures. New committee members and volunteers will be provided with simple guidance on their responsibilities in protecting vulnerable persons.
5. All hirers who wish to use the hall for activities which include vulnerable persons, other than for hire for private parties arranged for invited friends and family only, will be asked to produce a copy of their Safeguarding Policy.
